Senior Developer Analyst

SUMMARY Under general supervision, works with other internal developers and outside vendors to evaluate, analyze and design, maintain, and enhance software packages and internally developed systems. Analyze user needs and develop software solutions. May analyze and design databases within an applications area, working individually or coordinating database development as part of a team. May supervise less senior developers and manage small projects. Assists in developing technical departmental standards in such areas as change control, configuration management, development methodology, and coding standards. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:Carries out responsibilities in accordance with the organization's policies and applicable laws.Other duties may be assigned.Major Job ResponsibilitiesDevelops business information systems by: (40%)?Formulating system development requirements?Producing detail program design and specifications?Preparing project plans and schedules, including:-Feasibility analysis-System requirements -Resource requirements-User training requirements-Implementation requirements?Designing, coding, testing, and debugging programs from functional requirements or supervising others in theseactivities?Implementing new systems?Estimates time and costs required to accomplish projects and initiatives on time. Project management and planning duties maybe required from time to timeImplements modifications and performs maintenance to existing computer programs and application systems. (20%)?Performscomplex systems design and analysis on systems and sub-systems. Conductsarchitecture design sessions with developers/analysts to ensure system scalability and usability?Performs costs benefits analysis to determine whether requirements are best met by software or manual functions, making maximum use of commercial off the shelf software and/or components?Creates descriptions and methods to enable programmers to understand how to use programs and objects to access data?Research and development of system solutions for existing or new software implementations?Analyzes, defines, documentsdata, workflow, logical processes, interfaces, and internal/external controls and outputs?Trains end users and/or technical staff to use software, new concepts and design featuresUndertakes complex assignments as directed by management, and provides guidance and direction to less experienced technical staff, such as: (20%)?Creates descriptions and methods to enable programmers to understandhow to use programs and objects to access data?Performs technical mentoring and coaches less experienced staff in new/complex design and coding concepts?Consults with client to prototype, refine, test and debug programs to meet needs and requirements?Evaluating/selecting application software package ?Performance analysis and system improvement analysis?Quality Control via department methodology and standards?Prepares time and cost estimates for completing complex projects?Interface with users and project sponsors and all other stakeholders in order to determine their evolving needs?Writes documentation and/or reviews documentation written by others that describe installation and operating procedures Prepares complex necessary program documentation for review by management in accordance with quality standards. (10%)?This would include but is not limited to project updates, plans, requirements, designs, change management, training manuals, screen layouts,flows and technical use cases?Writes and maintains functional and technical specifications?Writes documentation or reviews documentation/requirements written by others that describe logic, coding, testing, changes and correctionsProvides Help Desk support as required (10%)?Tracks problems using online help desk software?Implements new features and software changes using change management software, processes and proceduresSUPERVISORY RESPONSIBILITIES Indirect supervision of tasks, systems enhancements and project goals for 1-2 people. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
